Instructions following joint session of Council for the Development of Physical Culture and Sport and Russia 2018 Steering Committee

Vladimir Putin signed a list of instructions following a joint session of the Council for the Development of Physical Culture and Sport and the Russia 2018 Steering Committee, held on December 8, 2015.

The Government of the Russian Federation is instructed to submit draft federal laws to the State Duma concerning procedures for the transfer of athletes to other sports clubs; strengthen measures of administrative liability for infractions of rules of conduct by spectators during official athletic competitions; establish requirements for organisers of gambling events at betting shops and offices to send part of the income received from taking bets on athletic competitions with participation by Russian teams and athletes toward financing the activities of sports entitiesfollowing procedures established by the Government of Russia.

The Government is also instructed to confirm a list of official athletic competitions whose attendance requires establishing spectators’ identity, as well as procedures for conducting this type of identification; and to add the Development of Football in the Russian Federation sub-programme to the Development of Physical Culture and Sport in the Russian Federation in 2016–2020 federal targeted programme.

Instructions to the Government also concern provision of athletic infrastructure (including football fields) for educational organisations; construction of the Kaliningrad stadium and a new airport terminal in Khrabrovo; submitting draft decisions to the Eurasian Economic Commission on special customs procedures issues with regard to goods imported for the purpose of preparing for and holding the 2017 FIFA Confederations Cup and the 2018 FIFA World Cup.

In addition, the Government is instructed to look into issues pertaining to the sale and consumption of beer at sports facilities during official football matches with the aim of attracting sponsors and increasing revenues for football clubs, as well as budget allocations for ensuring the work of Olympic reserve schools.

The Sports Ministry is instructed to work with regional executive authorities, with participation by the Russian Football Union, to create a development strategy for football in the Russian Federation through 2030; determine the status, quantity and main activities of national football development centres; take measures to train ticket inspectors and administrators to ensure public safety when holding the 2017 FIFA Confederations Cup and the 2018 FIFA World Cup, as well as matches with participation by professional football clubs; and approve the plan for training the Russian national team for the FIFA 2018 Football World Cup.

In April 2016, the Sports Ministry must also prepare for and hold a meeting of the Presidential Council for the Development of Physical Culture and Sport on developing hockey in Russia, preparations for holding the 2016 IIHF Ice Hockey World Championship and training the Olympic team for the XXIII Winter Olympic Games in Pyeongchang, Republic of Korea in 2018.
