Instructions following the meeting of the Presidential Council for the Development of Physical Culture and Sport

Vladimir Putin aproved a list of instructions following the meeting of the Presidential Council for the Development of Physical Culture and Sport on October 11, 2016.

The State Duma of the Russian Federation is recommended to discuss and adopt with the Government’s participation a federal law to withdraw the federal executive authority on physical fitness and sport from the list of the founders of the Russian Anti-Doping Agency.

Instruction to the Government concern, in particular, the publication of regulations on the activities of national physical education and sports societies; the possibility of state corporations (state companies and joint stock companies with state participation) establishing national and corporate physical education and sports societies to promote mass sports; measures to improve the system of preventing doping in sports; research to create advanced technology for sports training; improvement of the system for medical, medical-biological and anti-doping support for the athletes of national teams.

The Government has been instructed to draft, in cooperation with regional executive bodies, proposals to reduce the funding of professional sports and increase the financing of mass sports from the budget system of the Russian Federation and funds of state corporations; analyse the best regional practices with public-private partnerships in the field of physical fitness and sports; ensure, with the participation of the national sambo and handball federations, that programmes are developed to promote sambo and handball through 2024.

The Prosecutor General’s Office, the Investigative Committee, the Ministry of the Interior, the Ministry of Justice, the Ministry of Foreign Affairs, the Ministry of Healthcare and the Ministry of Sport have been instructed to render assistance to the Independent Public Anti-Doping Commission.

The Ministry of Sport has been instructed to draft and approve educational anti-doping programmes for various types of educational and sports organisations in cooperation with the Ministry of Education and Science and with the participation of the Russian Anti-Doping Agency. The Ministry of Sport has also been instructed to draft programmes for the development of summer Olympic sports for the next Olympic cycle in cooperation with the Russian Olympic Committee.

The Ministry of Education and Science has been instructed to present, in cooperation with the Ministry of Sport, proposals on further developing the Presidential Competitions national sports competitions for school children and the Presidential Games national sports programme for school children.

The Russian Olympic and Paralympic committees have been recommended to consider, in cooperation with national sports federations, the possibility of testing by the Russian Anti-Doping Agency of athletes who have become candidates for national sports teams for the first time.

The Presidential Executive Office has been instructed to prepare and conduct a meeting of the Presidential Council for the Development of Physical Culture and Sport on measures to develop a system of training of the sports reserve and sports teams of the Russian Federation through 2024.
