Instructions following joint meeting of Council for Development of Physical Culture and Sport and 2018 FIFA World Cup Russia Local Organising Committee’s Supervisory Board

The President has endorsed a list of instructions following the joint meeting of the Council for the Development of Physical Culture and Sport and the 2018 FIFA World Cup Russia Local Organising Committee’s Supervisory Board, which took place on October 3, 2017.

The Government of the Russian Federation has been instructed to draft and submit to the State Duma draft federal laws on ticket sales at the 2018 FIFA World Cup Russia; specifics of trade in alcohol intended for guests of the events of the 2018 FIFA World Cup Russia; procedure for the entry of foreign spectators into Russia; and free railway travel for accredited journalists.

The President’s instructions concern, in particular, the funding of different expenses involved in the hosting of the 2018 FIFA World Cup Russia, additional budget appropriations in accordance with the national strategy to develop football in the Russian Federation to 2030 and the concept for using the World Cup’s heritage – sports facilities, and also subsidies from the federal budget to maintain the stadiums in Volgograd, Yekaterinburg, Kaliningrad, Nizhny Novgorod, Rostov-on-Don, Samara and Saransk on the condition that mechanisms are created to make them self-sufficient.

Instructions to the Government along with senior officials of the regions hosting the matches of the 2018 FIFA World Cup Russia, and with the participation of the FSB and the 2018 FIFA World Cup Russia Organising Committee, concern measures to ensure security at transport and hotel infrastructure; upgrading the heritage concept to ensure the effective use of these facilities, including the formation of children’s football centres; and the cultural programme of the 2018 FIFA World Cup Russia.

The Ministry of Transport has been instructed to ensure air transportation to the participating cities in accordance with the schedule of the matches of the 2018 FIFA World Cup Russia, and to introduce additional flights, if need be.

The Presidential Control Directorate has been instructed to monitor the timely completion of construction (reconstruction) of sports facilities for the 2018 FIFA World Cup Russia.
