Vladimir Putin approved a list of instructions on the outcome of the joint meeting of the Council for the Development of Physical Culture and Sport and the Supervisory Board of the Russia 2018 Local Organising Committee, which took place on July 20, 2018.
The Government of the Russian Federation has been instructed to finalize the draft federal law on the legal foundation for the preparations and holding of the UEFA Euro 2020 matches and submit it to the State Duma. It has also been instructed to analyse the experience of the legal regulations for the preparations and holding of the 2018 FIFA World Cup Russia and use it in organising major national and international competitions.
In addition, the Government has been instructed to use the football fan identification and access control systems, created for the 2018 FIFA World Cup Russia, in holding matches of the Russian Football Championship and Russian Cup and other events. The Government has also been instructed to institute a 2018 FIFA World Cup Russia commemorative medal to award citizens and organisations from both Russia and foreign states for substantial contribution to the preparations and holding of the 2018 FIFA World Cup Russia.
Instructions to the Government and administrations of the Russian regions that hosted the 2018 FIFA World Cup Russia matches concern the further use of the World Cup facilities, maintaining the security infrastructure and passenger traffic control centres, and the development of tourism in the cities that hosted the 2018 FIFA World Cup Russia.
The Ministry of Foreign Affairs as well as the Ministry of Digital Development, Communications and Mass Media, the Ministry of the Interior and the Federal Security Service have been instructed to submit proposals on improving the procedures for entry to and exit from the Russian Federation taking into account the experience of holding the 2018 FIFA World Cup Russia.
The Presidential Executive Office has been instructed, in particular, to submit proposals on awarding Russian Federation state decorations to Russian and foreign citizens that made a substantial contribution to the preparations and holding of the 2018 FIFA World Cup Russia. The Presidential Executive Office has also been instructed to prepare a regular meeting of the Presidential Council for the Development of Physical Culture and Sport on the National Goals and Strategic Tasks for the Development of Physical Culture and Sport in the Russian Federation until 2024 and Beyond.
