Vladimir Putin congratulated Albert Khinchagov on winning the men's shot put event at the XVI Paralympic Games in Tokyo.
“You have demonstrated a true combative spirit, endurance and strong will, and showed the best result in shot put. Your success is a significant contribution to the development of the national Paralympic sports, strengthening of its victorious traditions,” the President said in his message.
