Instructions following a meeting of the Council for the Development of Physical Culture and Sport

Vladimir Putin approved a list of instructions following the meeting of the Presidential Council for the Development of Physical Culture and Sport, held on May 28, 2025.

Instructions to the Government, together with the State Duma, concern making amendments to legislation in order to improve regulation of relations related to the development of adaptive physical culture and adaptive sports, the organisation and administration of physical rehabilitation and habilitation for persons with disabilities, as well as the establishment of unified requirements for staffing and the material and technical equipment of organisations that provide customised prosthetics and orthotics for persons with disabilities.

The instructions to the Government, in conjunction with the Presidential Executive Office and relevant organisations, include drafting a concept for the development of adaptive physical culture and adaptive sports in the Russian Federation for the period up to 2030 and beyond to 2036, along with an action plan to carry it out; holding, beginning in 2026, a comprehensive multi-stage national sports competition titled “Defenders of the Fatherland Cup” for combat veterans and veterans of military service who practice adaptive sports, including the establishment of a Russian President’s Prize for the event; providing coaches who trained Olympic, Paralympic, and Deaflympic champions with bonus payments and an additional monthly allowance in recognition of their outstanding achievements and special services to the Russian Federation; ensuring access to guidelines and resources, including video and photo materials, for individual training and group classes in adaptive physical culture and sports. The instructions also concern holding an All-Russian Spartakiad in adaptive sports, starting in 2026, for summer disciplines and in 2028 for winter disciplines; holding, in conjunction with the Foreign Ministry and under the auspices of international organisations to which Russia is a party, open international competitions in adaptive sports disciplines titled “We Are Together. Sport.”

The instructions to the Federal Medical-Biological Agency, in conjunction with the Defenders of the Fatherland State Foundation to Support Participants in the Special Military Operation, the Rostec State Corporation, and the Russian Paralympic Committee, concern the creation, by 2027, of at least ten prosthetic-rehabilitation centres in federal districts. These centres will provide comprehensive rehabilitation and habilitation for persons with disabilities, including participants in the special military operation, across all major fields.

The Government, in conjunction with the State Council commissions on Physical Culture and Sport and on Efficient Transportation System, is tasked with adopting measures to improve the accessibility by transport of sports facilities for persons with disabilities.

Additional instructions have been issued to the Government in conjunction with regional executive bodies and local self-government bodies.

Instructions to the Ministry of Sport, in conjunction with the Russian Paralympic Committee and national sports federations developing adaptive sports disciplines, focus on supporting and popularising adaptive sports projects.

Recommendations to regional executive bodies pertain, in particular, to establishing demonstration and educational centres for adaptive sports in every constituent entity of the Russian Federation; organising awareness campaigns on the availability of adaptive physical culture and adaptive sports activities near residents’ homes and recreation locations; creating clubs and classes for citizens of different age groups to engage in adaptive physical culture and sport.

Instructions to the Presidential Executive Office concern media coverage of adaptive physical culture and adaptive sports events on national mandatory free-to-air television channels to promote adaptive physical culture and adaptive sports and achievements of Russian athletes and participants in the special military operation practicing these sports as well as arranging regular broadcasts of adaptive sports competitions on those channels.
