Dmitry Medvedev signed a list of instructions following the State Council Presidium meeting held on October 4, 2011 in Naryan-Mar.
In particular, the Russian Government has been instructed to introduce legislative changes aimed at increasing the authorities' oversight over companies working in the housing and utilities sector and rendering respective services to the public.
Instructions also concern optimisation of individual fee payments for housing and utilities services, management of apartment houses, co-financing of regional programmes using federal budget funds, and creating a single information resource that would allow citizens to access relevant information, including about the cost of services and the establishment of tariffs.
The Government, together with executive authorities in the regions, has been instructed, inter alia, to adopt measures aimed at attracting major investors to the housing and utilities sector.
