Instructions following the meeting on construction industry development

Vladimir Putin approved a list of instructions following the meeting on construction industry development held on April 16, 2020.

In particular, the Government of the Russian Federation has been instructed to approve a preferential mortgage programme; to implement a complex of measures to make bank loans more accessible; to achieve planned indicators in the construction and repair of roads, road facilities and relocation of residents of dilapidated multi-storey buildings ahead of schedule; to continue previously planned works on designing, building, renovating and overhauling transport, social and engineering facilities; to organise work in the construction industry taking into account the recommendations to minimise the risks of the spread of the novel coronavirus infection (COVID-2019), including express testing.

In addition, the Government has been instructed to ensure, when developing measures to support the construction industry, the implementation of large infrastructure projects, including:

- the development of railway infrastructure of the Baikal-Amur and the Trans-Siberian railway mainlines;

- construction of close and remote routes to the transport crossing of the Kerch Strait;

- development of the automobile and railway infrastructure on the routes to the ports on the Azov and Black seas, in the central transport hub and on the Black Sea coast of Russia;

- an upgrade of airfield complexes, including in Chelyabinsk, Perm, Khabarovsk and Norilsk;

- development of port infrastructure in Murmansk, and on the Baltic, Azov and Black seas, as well as in the Far Eastern Federal District.

The Government has also been instructed to work on the issue of including the construction industry in the list of sectors of the Russian economy that have been most affected by the deteriorating conditions arising from the spread of the novel coronavirus infection so that federal support can be provided to the Russian regions where a decision was taken to suspend construction work in view of the current sanitary and epidemiologic situation.

The Government and heads of regional executive bodies have been instructed to take preventive measures aimed at ensuring safe working conditions and protecting the health of the workers in the construction industry in order to counter the spread of the novel coronavirus infection (COVID-2019) and support their continuous work, above all at large construction sites.
