Instructions following State Council Presidium meeting

The President approved a list of instructions following the State Council Presidium meeting, held on June 21, 2022.

The Government of the Russian Federation was instructed to endorse a strategy for the development of the construction industry and the housing and utilities sector for the period until 2030 with a forecast until 2035, and to present proposals on the expediency of extending the implementation of national projects to 2030, including the Housing and Urban Environment project.

To make capital investment more effective, the Government was instructed to endorse a comprehensive programme entitled “Construction” for a term of five years; to provide for, during the drafting of the federal budget for 2023 and the planning period of 2024 and 2025, additional budget allocations for completing the construction and carrying out reconstruction of unfinished buildings; to provide for, in 2022, additional financing for the construction, reconstruction, and major repairs of capital construction facilities funded by the federal budget in connection with the substantial increase in prices on construction materials.

A number of instructions were issued for the comprehensive upgrade of the utilities infrastructure; implementation of the programme for relocating people from dilapidated housing; the comprehensive renovation of the grounds in residential areas and the development of housing construction; and coordinating housing construction with social, transport, engineering and other infrastructure programmes under national projects.

The instructions concern, in part, measures to enhance the safety of using intra-house and intra-apartment gas equipment; the efficiency of major repairs on common property in residential buildings; the development of individual housing construction; support for domestic producers to ensure the manufacture of construction materials in the volumes required for reaching the goals of the strategy for developing the construction industry and the housing and utilities sector for the period until 2030 with a forecast for up to 2035.

To reduce the length of the investment and construction cycle by no less than 30 percent, the instructions include new legislative amendments to provide for the creation of a digital registry for documents, information, materials and the approvals necessary for implementing capital construction projects. Instructions were also given to create a digital registry for an exhaustive list of requirements for the design, construction and use of capital construction facilities.

To enhance the prestige of and demand for professions linked with architecture and construction, the Government was instructed to endorse a plan of measures (roadmap) to introduce, in part, amendments ensuring the accelerated involvement of students into production processes in education programmes for construction-related majors.

Another instruction was given to ensure the possibility for a flexible response to a change in prices on construction materials. This concerns a procedure for signing contracts on building (rebuilding) capital construction facilities in prices of relevant years for the whole construction period. Such contracts must include a formula for mandatory annual price recalculation based on current deflator indices.

Top officials in the regions of the Russian Federation were advised to draft regional five-year plans on construction, reconstruction, major repairs on capital construction facilities and modernisation of the utilities sector. They were also advised to carry out an inventory of incomplete construction facilities that were built with the use of funds from the regional budgets, and based on the results, to decide to either complete the construction or demolish them, and to determine the sources, amounts and terms for funding these undertakings.
