The President approved a list of instructions following his working trip to the Arkhangelsk Region on December 11, 2023.
Instructions to the Government of the Russian Federation include the introduction of several amendments to the terms of the Far Eastern and Arctic mortgage programme.
Instructions to the Government, together with executive government bodies in the regions that are part of the official Arctic zone of Russia, concern the maintenance of a register of best practices in creating a comfortable environment for people living in the Arctic zone and regional measures of support for the categories of citizens listed in the Far Eastern and Arctic mortgage programme.
The Government, together with executive government bodies of the Arkhangelsk Region, the Republic of Karelia, and the Republic of Sakha (Yakutia) and with participation of the State Atomic Energy Corporation Rosatom, was instructed to discuss the expediency of including the following projects in the plan for the development of the Northern Sea Route up to 2035: the construction of a deep-water terminal in Arkhangelsk, reconstruction of the White Sea–Baltic Canal, and the ports of Kem and Belomorsk (Republic of Karelia), and the construction of a deep-water terminal in Naiba in the Republic of Sakha (Yakutia).
Instructions to the Government, together with executive government bodies in the Murmansk Region, concern the reconstruction of runways in the Murmansk and Apatity (Khibiny) airports.
A number of instructions were given to the Government together with government executive bodies in the Chukotka Autonomous Area.
Recommendations for executive government bodies of the Russian regions that are part of the official Arctic zone of Russia, with the participation of the VEB.RF State Development Corporation, DOM.RF and Russian business associations, concern the drafting and implementation of master plans for basic locations in the Arctic zone with the use of the public-private partnership mechanism.
