The speakers included President of Russia Vladimir Putin, Minister of Construction and Housing and Utilities Mikhail Men, Agency for Housing Mortgage Lending CEO Alexander Plutnik, Strelka Design Bureau CEO Denis Leontyev, President of the National Association of Home Builders Leonid Kazinets, Central Bank Governor Elvira Nabiullina, President of OPORA Russia Alexander Kalinin, Co-Chairman of Delovaya Rossiya Alexei Repik, and Novgorod Region Governor Andrei Nikitin.

At the meeting, a decision was adopted approving the key priorities identified in the main guidelines of Russia’s strategic development, Mortgage and Rental Housing and Housing and Utilities and Urban Environment to 2025. The main priorities are as follows:

- making mortgages more affordable for citizens, primarily, young families;

- forming a liquid market for mortgage securities;

- improving economic and regulatory legal mechanisms to encourage modernisation of the construction industry and the use of advanced technology in design and construction;

- improving legislation in the sphere of shared-equity construction and housing construction financing mechanisms;

- stimulating the utilisation of inefficiently used land resources, including within existing urban areas;

- reducing costs incurred by developers to obtain administrative permits in the sphere of housing construction and connection to utility grids;

- developing the rental housing market;

- improving economic and regulatory mechanisms for raising the quality of the urban environment;

- implementing a professional development programme for Russian architects.

The Presidium of the Presidential Council for Strategic Development and Priority Projects, in conjunction with the Bank of Russia and the Agency for Housing Mortgage Lending, were instructed to ensure the formation of priority projects guided by the following key benchmarks:

- increasing opportunities to purchase housing through mortgage lending, from 35 percent of families in 2016 to more than 50 percent of families by 2025;

- increasing the number of families that annually improve their housing conditions using mortgages from 850,000 families in 2016 to 2 million families in 2025;

 – increasing the volume of housing construction to 120 million square metres per year by 2025.
