Vladimir Putin signed Federal Law On Amendments to Article 63 of the Criminal Code of the Russian Federation.
The amendment to the Criminal Code of the Russian Federation gives courts the power to recognise, in issuing a sentence, as aggravating circumstances commitment of a crime in a state of intoxication resulting from the consumption of alcohol, drugs, or other intoxicating substances.
This power is optional and can be applied depending on the nature and extent of public danger posed by the crime, circumstance of the crime and identity of the guilty person.
