The President approved the Russian Federation’s Concept of Public Safety.
The Concept is a frame of reference for ensuring public safety as part of the Russian Federation’s national security.
The Concept identifies the primary threats to public safety, the goals, objectives, principles and main directions of activity by state agencies, local authorities, and other agencies and organisations that help ensure public safety on the basis of Russian legislation. The conceptual approaches to ensuring public safety have been developed in accordance with the provisions of the Russian Federation’s National Security Strategy through 2020 and the Russian Federation’s Concept of Long-Term Socioeconomic Development through 2020.
The Concept is a fundamental strategic planning document that determines state policy in the area of ensuring public safety.
The mechanisms for fulfilling the objectives established in the Concept include creating a state system for monitoring the state of public safety; improving Russian legislation; developing and implementing integrated special programmes for ensuring public safety; and improving the unified state system for preventing crime. Other mechanisms include improving the state early warning system and relief efforts following natural disasters and industrial accidents, its integration with analogous foreign systems, and cross-border cooperation in this area; studying and implementing transferrable foreign experience in ensuring public safety; and developing international cooperation in law enforcement.
Implementation of the Concept will be split into two phases.
The first phase (2013–2016) will involve the development and adoption of legislative acts aimed at achieving goals, fulfilling objectives and determining key areas of activity in ensuring public safety, as well as the development and evaluation of integrated special programmes to ensure public safety.
The second phase (2017–2020) will involve the adoption and implementation of integrated special programmes aimed at ensuring public safety, including federal, regional and sectorial programmes to prevent crime, social and interethnic conflicts, and to prevent, overcome and minimise the effects of natural disasters and industrial accidents.
