Vladimir Putin signed Federal Law On Citizens’ Participation in Maintaining Public Order.
The Federal Law is aimed at improving the legal foundation for Russian citizens’ participation in the maintenance of public order. The Law sets forth the principles and forms of participation by citizens in maintaining public order, the related responsibilities of the authorities and local self-governments, the procedures for the creation and activities of voluntary people’s guards, and regulates issues of legal and social protection for voluntary people’s guard members and non-staff police officers.
