Introducing administrative liability for violating legislation governing the legal status of organisations and individuals functioning as foreign agents

The President signed Federal Law On Amendments to the Code of Administrative Offences of the Russian Federation.

The Federal Law amends the Russian Federation Code of Administrative Offences imposing administrative liability for violating provisions of Russian legislation that regulate the legal status of organisations and individuals functioning as foreign agents.

In particular, the amendments introduce administrative liability for disseminating information about non-profit organisations, public associations or individuals functioning as foreign agents via mass media and via media reports or materials of information or telecommunications networks, or materials being produced by such organisations, public associations or individuals without indicating that they have the status of non-profit organisations, public associations or individuals functioning as foreign agents.

The amendments also make it an administrative offence for a non-profit organisation functioning as a foreign agent, as well as for its founders, members, participants or managers, to produce or disseminate materials, including via mass media or the internet, or to send them to state authorities, local self-government bodies, educational or other organisations without indicating that such materials have been produced, disseminated or sent by a non-profit organisation functioning as a foreign agent or by an individual that is a member of such a non-profit organisation’s body.

In addition, the document toughens administrative liability for gross violation of operating procedures of a foreign media outlet functioning as a foreign agent and/or a Russian legal entity instituted by it and also functioning as a foreign agent.
