Amendments to Code of Administrative Offences

The President signed Federal Law On Amendments to the Code of Administrative Offences of the Russian Federation.

The Federal Law establishes administrative liability for propaganda of non-traditional sexual relations and (or) preferences, gender reassignment, and paedophilia, as well as for disseminating, among minors, information about non-traditional sexual relations and (or) preferences or information that may encourage minors to change sex.

Stronger administrative liability is provided for committing the above administrative offences with the use of media and (or) information and telecommunications networks (including the internet). Should such an administrative offence be committed by a foreign national or a stateless person, the administrative penalty shall be imposed in the form of administrative expulsion from the Russian Federation.

Trials for such administrative offences shall be tried by a judge. Interior Ministry (police) officials or officials from a body in charge of control and supervision in the sphere of communications, information technologies and mass communications shall be entitled to draw up administrative offence protocols.
