The Federal Law stipulates that owners of non-military self-defence weapons must undergo special training to learn the regulations and acquire the skills of using firearms.
Amendments made to the Criminal Code of the Russian Federation and the Code of Administrative Offences of the Russian Federation establish criminal and administrative liability for illegal trafficking in limited range firearms.
