Instructions following meeting with Government members

The President approved a list of instructions following a meeting with Government members held on March 4, 2020.

The instructions to the Government of the Russian Federation concern making amendments to legislation regulating the construction and modernisation of major infrastructure as part of the Safe and High-Quality Roads national project, as well as the construction, modernisation and launch of priority transport infrastructure, primarily public railway transport projects, provided that they do not damage the environment, specially protected natural reservations and cultural heritage.

The Government has been instructed to approve the transport strategy until 2035, which should ensure the achievement of the goals set by the Presidential Executive Order of May 7, 2018 On National Goals and Strategic Objectives of the Russian Federation through to 2024.

Other instructions to the Government concern the improvement of the examination procedure for project documentation in terms of accuracy of the construction cost estimates with due account for the specifics of the Far East and the Far North, as well as the implementation of a project in the Nizhny Novgorod Region to improve navigation on the Volga River, including assessment of the impact on the sanitary-epidemiological and environmental situation in the region and its flooding zones.

The instructions to the Ministry of Transport concern, in part, the completion of steps to develop the railway infrastructure of the Baikal-Amur and Trans-Siberian railways in order to expand their throughput capacities to at least 180 million tonnes in 2024; coal mining companies’ access to the rail freight services in conditions of limited rail transport capacity; and the development of transport infrastructure in the south of Russia in order to improve transport accessibility of the Black Sea coast.
