Law streamlining the rules for granting preferences to Russian goods, works, and services in procurement

August 8, 2024

The President signed Federal Law On Amending Certain Legislative Acts of the Russian Federation and the Invalidity of Certain Provisions of Legislative Acts of the Russian Federation.

The Federal Law standardises the legal framework for applying the national regime in procurement, in line with the federal laws On the Procurement of Goods, Works, and Services by Certain Types of Legal Entities and On the Contract System in the Sphere of Procurement of Goods, Works, and Services to Meet State and Municipal Needs.

A general rule has been established stipulating that when purchasing goods from foreign sources or services provided by foreign entities, the conditions must be equal to those for Russian-origin goods and services provided by Russian entities.

Meanwhile, the Government of the Russian Federation may impose measures that establish bans or restrictions on the purchasing of goods from foreign sources or services provided by foreign entities. Additionally, the Government can grant preference to goods of Russian origin and services provided by Russian entities.
