Meeting with Head of the Republic of North Ossetia – Alania Sergei Menyailo

February 11, 2026, The Kremlin, Moscow

The discussion focused on the region’s socioeconomic development.

Sergei Menyailo reported that gross regional product in 2025 was projected to reach 355 billion rubles, 50 billion more than in 2024. This growth reflects positive dynamics across key indicators, including fixed investment, agriculture, industry and processing, logistics infrastructure and logistics centres, as well as tourism. He also outlined several major strategic projects. The first is the creation of an export-oriented transport and logistics hub within the North–South transport corridor, comprising 190 berths and 190 parking spaces, with storage capacity for up to 90 million units of goods. The facility is envisioned as a dry port equipped with a customs zone. The second project is the construction of a basalt fibre production plant with an annual capacity of 45,000 tonnes, representing the introduction of advanced technologies in building materials. Construction is scheduled to begin this year. Work will also commence on a modern pulmonology centre in the resort town of Fiagdon.

The meeting also addressed implementation of the President’s instructions concerning Beslan, a North Ossetian city tragically known worldwide for the terrorist attack on a school on September 1, 2004, when terrorists took 1,128 people hostage and 333 lives were lost, including 186 children. In this context, the first stage of an interactive museum has already been opened there. Vladimir Putin emphasised that this tragedy was painful for the entire nation and must never be forgotten.

Personnel shortages, particularly in blue-collar occupations, were also discussed. According to Sergei Menyailo, training programmes are underway for specialists in the construction, and the tourism and hospitality sector. The President also noted that employment challenges persist in the republic, with unemployment remaining above the national average.

Another topic concerned support for participants in the special military operation and their families. Sergei Menyailo reported that 32 support measures were currently being implemented in the republic, including the allocation of land plots. The issue has been resolved, and construction of housing for special military operation participants will soon begin. In line with the President’s instruction, the Avangard Military-Patriotic Education Centre is being established. Following training under a dedicated programme, participants in the operation will serve as advisers to school and technical college principals on military-patriotic education.

Vladimir Putin also drew attention to the problem of significant water losses in the region. Sergei Menyailo reported that a pilot programme to upgrade housing and utilities infrastructure had been underway since 2022. Over the past two years, 156 kilometres of new water pipelines, 26 kilometres of wastewater networks, and 13 kilometres of heating mains have been constructed.
