Amendments to the law on state procurement

Dmitry Medvedev signed Federal Law On Amendments to Federal Law On the Placement of Orders for Goods, Works and Services for State and Municipal Needs.

The Federal Law aims to ensure openness and transparency in the placement of orders for goods, works and services for state and municipal needs, prevent corruption and other abuses in this area.

The Presidential Address to the Federal Assembly of November 30, 2010 stated the need for changes in Russian legislation on placing orders. The Federal Law is one of the stages in the legislative process aimed at improving the comprehensive regulatory framework in the field of state and municipal procurement and creating a federal contract system. As per the President’s instructions of March 28, 2011, a package of draft laws regulating the entire procurement system is to be drawn up and submitted by September 1, 2011.

The Federal Law addresses priority concerns in this area in order to maximise the effectiveness of budget spending and improve the quality of the goods, works and services ordered, as well as to create a more flexible and straightforward procurement procedure.
