Draft law aimed at improving the official publication of legislative acts submitted to State Duma

Dmitry Medvedev submitted to the State Duma draft Federal Law On Amendments to the Federal Law on the Procedure for Publication and Entry into Force of Federal Constitutional Laws, Federal Laws, and Acts of Chambers of the Federal Assembly.

The draft law proposes adding the official Internet portal for legal information to the list of official publication sources for legislative acts.

The official Internet portal of legal information was put into service in 2010 and is a part of the state legal information system. It was created using modern information technologies that ensure the compliance with information security requirements.

The official electronic publication of legislative acts will allow for an augmentation in the efficiency and authenticity of these publications, as well as providing free access to the official texts of legislative acts to state and municipal authorities, organisations, legal and physical entities.

The draft law provides for making corresponding amendments to the Federal Law. In particular, it is proposed to establish that the official Internet portal for legal information (www.pravo.gov.ru) will be the official electronic periodical and be included in the state legal information system. The official Internet portal of legal information will post federal constitutional laws, federal laws, executive orders and orders by the President of the Russian Federation in electronic form.

Electronic publication of legislative acts signed by the President of the Russian Federation on the official Internet portal of legal information is planned to begin on October 1, 2011.
