To enhance information security of state information systems in the Russian Federation and improve protection of personal data of Russian citizens, the Prime Minister has been instructed to ensure that amendments are made to respective federal laws, providing for the following approaches to data processing in state information systems:
to minimise the composition of personal data subject to processing and required for the tasks of the information systems;
to make it mandatory to record and register all activity and identify all parties involved in personal data processing in the information systems;
to declare and coordinate personal data processing methods with the purpose of processing;
to store electronic personal data in information systems at the location where the data was obtained;
to identify an inter-agency request as a priority method of retrieving information about an object (subject) from an information system.
