In particular, the Government of the Russian Federation has been instructed to develop by May 1, 2010, a list of and procedures for operating state information systems of federal authorities involved in rendering priority public services, providing at the same time for electronic interagency communication.

The President also instructed the Government to submit to the Presidential Council [for the Development of Information Society] by March 1, 2010, its draft programme on development of Russia’s information society in 2011–2018, which programme should provide for priority funding of measures to reduce inequality among Russia’s regions in terms of information society development levels.

Furthermore, pursuant to the Presidential instruction, the Government must present to the State Duma by February 1, 2010, a draft federal law on the national payment system.

Instructions were also given on information support for regional authorities and bodies of local self-government.
