Dmitry Medvedev signed Federal Law On Amendments to Federal Law On Countering Terrorism.
The amendments stipulate the possibility of introducing a system of terrorist threat levels in Russia and entail additional measures to ensure the safety of individuals, society and the state from terrorist hazards. The procedure for establishing terrorist threat levels and the content of such additional measures will be determined by the President.
Such additional measures will include acts by federal bodies of state power, state authorities in the regions of the Russian Federation and the local authorities involved in combating terrorism. The amendments do not provide for measures restricting the rights and freedoms of individuals when a terrorist threat level is declared if there is a risk of a terrorist attack.
The amendments also concern the procedure for adopting a decision to conduct a counterterrorist operation, its organisation and realisation.
