Instruction to the Government of the Russian Federation, together with the Presidential Executive Office, concerns instituting a scholarship of the President of the Russian Federation for students following higher education programmes corresponding to the priorities of the Strategy for Scientific and Technological Development of the Russian Federation.

The Government of the Russian Federation was instructed to institute a scholarship of the Government of the Russian Federation for students pursuing higher education programmes.

The Government was also instructed to submit proposals on creating an international organisation to ensure the effective use of the legacy of the 2024 World Youth Festival and the further promotion of its ideas and values by determining, among other things, the amount and sources of funding for this organisation.

An instruction to the Government of the Russian Federation, together with the Government of the Kaliningrad Region and the National Centre for Historical Memory under the President of the Russian Federation, concerns creating and identifying sources of funding for a military historical centre in the Kaliningrad Region, with the aim of preserving historical memory, including that about Soviet citizens, who died or went missing during the Great Patriotic War.

The Government of the Russian Federation, together with the Government of the Kaliningrad Region, was instructed to submit proposals for creating in the region mooring infrastructure for sailing training ships and their use for cultural and educational purposes, by envisaging, among other things, allocation of funds for these purposes from the federal budget.

The Government of the Russian Federation, together with the top officials of the Russian regions, was instructed to ensure that “The Region of Good Deeds” annual national competition of best regional practices to support the volunteer movement is held and to render assistance in opening Dobro.Centre regional centres of social development, by providing appropriate financial support.

Instruction to the Ministry of Science and Higher Education concerns holding ceremonies to mark the assigning of presidential and governmental scholarships to undergraduate and postgraduate students, and inviting persons of renown in science, culture, sports, and entrepreneurship, or prominent professionals to these ceremonies.

The Ministry of Science and Higher Education, together with the Federal Agency for Youth Affairs and the Movement of the First All-Russian movement of children and youth, was instructed to facilitate the development of the Triathlon of Generations festival, which is held in the Kaliningrad Region, and envisage the possibility of it being held in other regions of the Russian Federation.

The Ministry of Science and Higher Education, together with the Government of the Kaliningrad Region and the Immanuel Kant Baltic Federal University, was instructed to ensure that training is provided at the university for personnel in the architecture, reconstruction and restoration of architectural heritage, by engaging in this effort leading Russian educational and scientific organisations from the sector, and cultural institutions.

The Ministry of Sport, together with the Government of the Kaliningrad Region, was instructed to submit proposals on building a roofed sports facility in the region, with an artificial ice rink, and to determine the costs and possible sources of funding for relevant measures.
