Discussions centred on implementing the instructions regarding healthcare that Vladimir Putin sent to the Government following the ONF Action Forum on December 13, 2013. The instructions’ implementation deadline was July 1, 2014.
ONF experts noted problems with the instructions’ implementation, and the Executive Committee and Central Headquarters asked Mr Bagnenko to make a request to keep this issue under the President’s control.
Following the Action Forum in March 2014, Mr Putin had a procedure established for first getting the ONF experts’ opinion before ending monitoring of instructions’ implementation. The Presidential Control Directorate sends reports on instructions’ implementation to the ONF, which drafts its conclusions, and these conclusions must be taken in account in any decisions regarding instructions.
