Instructions following State Council meeting

Vladimir Putin approved a list of instructions issued following a meeting of the Russian Federation State Council on increasing the role and prestige of teachers and mentors, held on December 27, 2023.

The Russian Federation Government and the State Council commissions and employers' associations were instructed to develop a concept for promoting mentorship in the Russian Federation to 2030.

Instructions for the Government concern amending labour legislation to provide for the possibility of incentivising employees involved in mentoring, encouraging mentors from the real sector of the economy to participate in occupational guidance meetings for students, creating a database of best mentoring practices and making them part of the education system and youth policy, holding training seminars for mentors with the participation of the Russian Znaniye Society, engaging people of special merit, recipients of state decorations, laureates of state and public awards, winners of major professional competitions, and participants in the special military operation in mentor programmes for children and youth.

The Government was also instructed to make arrangements for the Mentor of the Year competition in collaboration with the Russia – Land of Opportunity autonomous non-profit organisation, set up support for school theatres and upgrade their facilities and resources, and ensure the holding of events dedicated to mentoring at nationwide forums.

The Government, together with the State Council Commission on Education, was instructed to review the pilot project to ease the paperwork burden for teachers and to present, if necessary, proposals to make corresponding amendments to legislation.

The Ministry of Culture, along with the Ministry of Digital Development, Communications and Mass Media, the Ministry of Education, the Ministry of Labour, and the Institute for Internet Development autonomous non-profit organisation, was instructed to popularise mentorship by way of, among others, placing social ads, spreading information about this activity in the media and online, and creating cinematographic, audio-visual, and other works.

The Ministry of Education, along with the Ministry of Science and Higher Education and the Ministry of Labour, was instructed to submit proposals on establishing Mentor Day.

Several instructions were issued to the Ministry of Education and the Ministry of Science and Higher Education.

A number of instructions were issued to the Federal Agency for Youth Affairs jointly with the Ministry of Education and the Association of Volunteer Centres, the movement of children and youth Movement of the First, the Russian Znaniye Society, the Centre for the Development of the Military Sports Training and Patriotic Education of Youth, the Mashuk Knowledge Centre autonomous non-profit organisation, and Russia – Land of Opportunity.

The instruction issued to the Ministry of Education together with the Federal Agency for Youth Affairs and the Interior Ministry, with the participation of the movement of children and youth Movement of the First and the Association of Volunteer Centres, concerns engaging mentors from among the participants of volunteer and charity organisations in the work of bodies and institutions of the juvenile neglect and offence prevention system.

The Presidential Executive Office was instructed to submit to the Government proposals drafted by top regional officials concerning ways to increase the role and prestige of teachers and mentors.
