Dmitry Medvedev signed Federal Law On Amendments to the Federal Law on Protection of the Public and Territory in Natural and Manmade Disasters.
The Federal Law aims to make the disaster response system more effective in dealing with threats and disasters that arise, and also to enhance conditions for protecting public safety and territory in natural and manmade disasters.
The provisions of the law establish three regimes for the unified state disaster response and management system: everyday regime; high alert; and emergency regime, and stipulate the officials responsible for making the decisions on moving to a particular regime.
The law also sets the levels of response – on-site, local, regional, inter-municipal, federal, and special – and lists the state bodies and officials responsible for deciding on the particular response level to be taken.
