Law on ratification of agreement on the procedures of formation and functioning of forces and resources of the CSTO collective security system

Vladimir Putin signed Federal Law On Ratification of the Agreement on the Procedures of Formation and Functioning of Forces and Resources of the Collective Security Treaty Organisation’s Collective Security System.

The Agreement was signed in Moscow on December 10, 2010 by all CSTO member states, except Uzbekistan.

The Agreement was based on the existing Protocol on the procedure for the formation and functioning of forces and resources of the collective security system of the states parties to the Collective Security Treaty of May 15, 1992, which was signed in Yerevan on May 25, 2001. The Protocol ceases to be effective once the Agreement enters into force.

The signing of the Agreement was due to the establishment of the CSTO’s Collective Rapid Reaction Force and the inclusion in the collective security system forces and resources in addition to the military contingents, of special forces, Interior Ministry agencies (the police), internal forces, security agencies and special services, as well as the competent bodies in the field of disaster prevention and relief, and civilian personnel of CSTO member states.

The agreement is aimed at adopting practical measures for the formation and improvement of the CSTO collective security system, which ensures an adequate response to armed aggression, as well as to other challenges and threats with regard to one or more of the Parties in order to guarantee the protection of the Parties’ national and collective interests, sovereignty and territorial integrity.

The Agreement fixes the principles of the formation and functioning of the CSTO collective security system, specifies the tasks and regulates the composition of forces and resources of the CSTO collective security system, as well as the composition of the components of these forces and resources.

The composition of forces and resources of the CSTO collective security system is as follows: formations, contingents, military units and troops of the Parties’ national armed forces and other forces, as well as the Parties’ special purpose units of Interior Ministry agencies (the police), internal forces, security agencies and special services, the competent bodies in the field of prevention and liquidation of emergencies, subordinated to national management bodies and employed by a decision of the CSTO bodies; coalition troops; regional troops; united military system groups; and collective peacekeeping forces. The strategic nuclear forces of the Russian Federation perform the function of deterrence against possible attempts of armed aggression against one or more of the Parties.

In accordance with the Agreement, the CSTO collective security system forces and resources shall be composed in accordance with the Parties’ national legislations, the international treaties adopted within the framework of the Collective Security Treaty Organisation, CSTO resolutions and other international agreements signed by the Parties. The decision on the composition, the timing of deployment and use of the forces and resources of the CSTO collective security system shall be taken by the CSTO Collective Security Council at the request of one or more of the Parties.

The Parties will carry out technical and logistical support of their special purpose troops and units independently.
