Presidential executive order on measures to ensure the Russian Federation’s national security and protect citizens from criminal and other unlawful acts

Vladimir Putin signed the Presidential Executive Order On Measures to Ensure the Russian Federation’s National Security and Protect Citizens from Criminal and other Unlawful Acts.

In the aim of ensuring Russia’s national security and protecting people from criminal and other unlawful acts, in accordance with the Federal Law On Security, the President ordered that Russian airlines shall temporarily halt passenger flights (including commercial flights) from Russia to the Arab Republic of Egypt, with the exception of flights (including commercial flights) carrying Russian Federation citizens sent by Russia’s state authorities and federal state bodies to Egypt for work purposes.

Travel agencies and agents are recommended to refrain from selling travel packages to citizens that involve flights from Russia to Egypt while the ban is in place.

The Russian Government has been instructed to take measures to organise the return of Russian citizens currently in Egypt, as well as their luggage, and take other measures within their powers needed to implement the executive order.

The Russian Foreign Ministry and other relevant federal bodies and organisations have been instructed to coordinate work with the Egyptian authorities concerning provision of security for Russian citizens and their return to Russia.

The executive order takes effect from the day of signing and applies to all legal relations arising since the date of November 6, 2015.
