Dmitry Medvedev approved a list of instructions issued following a December 28 meeting on economic issues.
The Government is instructed to submit suggestions on the possibility of non-use of extra revenues of the federal budget derived from oil and gas production and export to finance budget expenditures in 2011.
The Government is also instructed to present suggestions on amendments to the Budget Code of the Russian Federation establishing since 2012 a new procedure for the use of oil and gas budgetary revenues and limiting the maximum oil and gas budget deficit.
The Presidential Executive Office and the Finance Ministry are instructed to establish the procedure for preliminary examination by the federal bodies of executive power of initiatives by the top officials of the regions of the Russian Federation entailing additional spending from the federal budget.
