Dmitry Medvedev approved a list of instructions issued following the World Economic Forum held in Davos on January 24–28, 2011.
The Government of the Russian Federation was instructed to submit proposals on procedures for the establishment and functioning of a special sovereign fund to attract foreign investments into the Russian economy; mechanisms for encouraging training of Russian students and young specialists at leading foreign educational and research institutions; amending legislation to so that documents certifying education, training, advanced degrees and academic titles issued by leading foreign educational and research institutions are automatically recognised in the Russian Federation.
