Meeting with Government members

Vladimir Putin met with Government members.

The main issues on the agenda were enhancing the efficiency of state-owned companies and companies with state participation and work on the federal budget for 2015 and the 2016 and 2017 planning period.

President of Russia Vladimir Putin: Good afternoon, colleagues.

As you know, I met yesterday with members of the Russian Popular Front, who were holding their Action Forum. They raised many questions that depend on our work for resolution, and most importantly, on economic and social development.

As in the past, I will draw up relevant instructions in the areas that concern the Government’s work. As we realise, issues that come under the Government’s responsibility are the majority.

I would like to draw some of them to your attention. For example, we need to make an addition to Federal Law No. 178, which contains provisions on holding electronic auctions during privatisation of state property. The second issue is establishing a mechanism for public monitoring of the quality of complete overhaul and renovation of residential blocks. Another problem concerns participation of small and medium-sized businesses in procurement orders put out by state-owned companies and companies with state stakes. There are many issues to address.

As I said, I will draft the relevant instructions, but I want you to have an idea of the situation now so that we can reflect together on what we must do to analyse these problems and use this analysis to make the necessary decisions.

Today, we will discuss the effectiveness of state-owned companies, companies with state participation and their subsidiaries and dependent organisations.

But before we turn to this, I would first like to ask Finance Minister Siluanov to update us on how the work on the budget is going, the work on our main economic law for next year and 2016 and 2017. Is there anything that requires the Presidential Executive Office to use some extra influence? How is the law going through the Duma? We know that the second reading took place on November 14 and the third and final reading will take place on November 21.
