The President approved a list of instructions following the St Petersburg International Economic Forum held on June 2–5, 2021.
The Government of the Russian Federation has been instructed to provide, as part of the novel coronavirus (COVID-19) response effort, for the vaccination of foreign nationals and stateless persons in the Russian Federation on a fee-paying basis, while ensuring compliance with the sanitary and epidemiological requirements.
The instructions to the Government concern, in particular, various aspects of taxation; procurement of goods, works and services for state and municipal needs from small businesses and NGOs serving social goals; and the preferential mortgage programme.
Furthermore, the Government was instructed to develop an action plan (roadmap) to reduce carbon consumption in the Russian economy in order to reduce the amount of net greenhouse gas emissions in Russia accumulated from 2021 to 2050 to a level below that of the European Union. The Government was also instructed to ensure the formation of mechanisms for creating science-intensive technological solutions in order to obtain reliable data on the state of the environment and climate change, making certain that such information is internationally recognised.
Other instructions to the Government of the Russian Federation, as well as to regional executive authorities, concern the development of a long-term programme to promote employment, in particular for young people; arranging, as part of the COVID-19 response effort, for the vaccination of foreign citizens and stateless persons arriving in Russia to work after determining funding sources for the programme; creating a system for supporting new investment projects and ensuring its implementation by 2024 in all the regions, but primarily in those where investment levels are low.
Instructions to the Government, jointly with the Federal Corporation for the Development of Small and Medium-Sized Businesses, concern additional lending to small and medium-sized businesses, as well as drawing up a list of goods, works and services that should be procured mainly from such business entities.
The Government, with the involvement of the Presidential Executive Office, has been instructed to assist interested bodies and organisations in the preparations and the holding of the 2022 FIFA World Cup.
Presidential plenipotentiary envoys to federal districts were instructed to strengthen coordination among federal executive bodies and state authorities of the constituent entities of the Russian Federation aimed at improving the business climate and achieving the targets for fixed capital investment growth in the Russian regions, including efforts to develop interregional cooperation.
