Instructions following meeting with Delovaya Rossiya members

Vladimir Putin approved a list of instructions following a meeting with members of the Delovaya Rossiya National Public Organisation, held on February 3, 2022.

The Russian Government was instructed to ensure the implementation of a package of measures aimed at improving the provision of medical care and medicine supply to the population, including the phased introduction of a unified federal register of prescriptions for medicines, medical devices and special medical foods, as well as the introduction of online technologies so that doctors can have consultations with patients.

A separate instruction concerns a package of additional measures for the timely diagnosis and treatment of diabetes mellitus, including those providing for allocations from the federal budget to finance such measures starting from 2022.

A number of instructions refer, in particular, to compliance with legislation in the field of environmental protection and nature management; support for investment projects that meet the requirements of environmental, social and corporate governance (ESG); and optimisation of the types and forms of reporting submitted by business entities to authorities and organisations.

Other instructions to the Government, together with a number of relevant organisations, relate to the circulation of medicines, in particular, the retail trade of medicines, as well as specific issues of supporting small and medium-sized businesses, including in order to replace foreign companies that have suspended or terminated their activities in Russia.

The Russian Government, together with the Supreme Court, Prosecutor General's Office, Investigative Committee, Presidential Executive Office and with the participation of the Delovaya Rossiya National Public Organisation, was instructed to ensure the introduction of amendments to legislation that would allow investigative authorities to issue a refusal to initiate a criminal case for crimes related to the evasion of taxes and other obligatory payments, if arrears, penalties and fines are paid in full, as well as amendments reducing the statute of limitations for criminal liability for the qualified elements of these crimes.
