Vladimir Putin approved a list of instructions issued following a meeting with Government members held on January 26, 2022.
The Government of the Russian Federation was instructed to ensure the creation of a total of 900 new laboratories by the end of 2024 (including new and existing ones), including under the charge of young promising researchers, at scientific research organisations and higher education institutions under the Science and Universities national project, setting specific benchmarks that can be used to measure their performance.
The Government was also instructed to ensure the technical implementation of a House Call online service at the unified portal of public (municipal) services. Corresponding instructions were issued to top officials of the Russian Federation constituent entities.
Other instructions for the Government and top officials of the Russian Federation constituent entities concern the completion of measures envisaged under the Education and Demography national projects, to create new capacity at general education organisations by the end of 2024 and at preschool education organisations for children under 3 years of age by the end of 2023.
The Government and top officials of the Russian Federation constituent entities were instructed to submit proposals for equipping medical institutions with modern digital phone systems and forming a scalable plan for receiving and processing incoming calls received by medical institutions.
