Instructions following a State Council meeting on social support for families

The President approved a list of instructions following a State Council meeting on social support for families in the Russian Federation held on December 20, 2024.

The Government of the Russian Federation was instructed to amend legislation to ensure, in particular, the introduction, as of January 1, 2025, of social guarantees similar to those granted to Heroes of Labour of the Russian Federation, for women who were conferred the title of Mother Heroine starting in 2022, along with an increase in the maternity benefits for women engaged in full-time studies at various educational institutions, aligning these benefits with the minimum subsistence level for the able-bodied population established in their region of residence.

Instructions to the Government of the Russian Federation also address specific aspects of the preferential mortgage programme for families with children. This includes extending the duration of social support measures for large families raising a child with disabilities until the youngest child reaches 18, or 23 if studying full-time at an educational institution; the use of advertising to promote the image of a large family; the inclusion of performance indicators in state programmes and government projects that reflect the attainment of national development goals related to population preservation (demographic indicators); the drafting of federal state educational standards in the field of demography and the advanced training of demographers.

Moreover, the Government of the Russian Federation was instructed to consider the development and support of domestically manufactured vehicles for large families. Measures are also to be taken to ensure that airlines offer a discount of at least 50 percent on air travel for children under 12 years on both domestic and international air routes flying over the Russian Federation airspace.

In collaboration with the Agency for Strategic Initiatives, the Russian Federation Government was tasked with ensuring a regular compilation and updating of a rating of major Russian companies, which will take into account, among other factors, the number of employees’ children under the age of six.

The instructions to the Government of the Russian Federation, in conjunction with executive agencies of its constituent entities, pertain particularly to the organisation of recreational activities for families with children, notably large families; the expansion of neonatal screening programmes to include molecular genetic screening for parents-to-be when planning for pregnancy, aimed at identifying the risk of certain diseases including rare diseases; ensuring that preschool education for children aged between two months and three years, as well as three to seven years, remains fully accessible; enhancing the availability, including financial affordability, of after-school care groups for children in general education establishments and adequate staffing of such groups; organising the inside space in outpatient clinics and other social service establishments to ensure that parents with children feel comfortable; improving the quality and accessibility of passenger taxi services for families with children, along with introducing preferential transportation rates for large families.

The Government of the Russian Federation, together with the State Council Commission on Family, was instructed to assess the effectiveness of implementing the pilot project aimed at stimulating the birth rate and, if necessary, submit proposals to amend legislation, as well as proposals to improve the existing maternity (family) capital programme, including increasing its amount depending on the birth order.

Instructions to the Healthcare Ministry involve conducting preventive medical examinations and health check-ups for children and adults, including consultations for early detection of reproductive diseases, including infectious, and identification of risk factors for their occurrence and development.

The Healthcare Ministry, in collaboration with regional executive agencies, is tasked with submitting proposals to standardise approaches across the constituent entities of the Russian Federation to organising the provision of nutritious diet to pregnant women, nursing mothers, and infants.

The Presidential Executive Office, together with the State Duma, was instructed to assess the effectiveness of existing measures to protect children from information detrimental to their health and development. This includes content found in audio and video products, board games, computer and other games. Based on the analysis, necessary amendments to legislation must be ensured.

The executive agencies of the Russian Federation constituent entities are advised to work on enhancing the quality and accessibility of public transport (bus, trolleybus, tram, minibus) for families with children, particularly large families. This includes the procurement of vehicles capable of accommodating parents with children in baby prams and strollers.

The Russian Popular Front is recommended to oversee the implementation of the President’s decisions concerning social support for large families and efforts to increase the birth rate.
