Presidential instructions following meeting of the Council for the Implementation of Priority National Projects and Demographic Policy

Dmitry Medvedev approved a list of instructions to the Government and senior executive bodies of power following a July 29 meeting of the Council for the Implementation of Priority National Projects and Demographic Policy.

The Government has been instructed to ensure that the country produces a greater number of top quality specialists for the main modernisation and technological development areas (energy efficiency, nuclear technology, strategic computer technology and software, medical equipment and pharmaceuticals, space and telecommunications) trained above all in the federal and national research universities, and at universities abroad.

Other instructions relate to the programmes to provide housing for young scientists and Russian Academy of Sciences staff, and to spread the use of innovative reproductive technology in medical institutions and make them more accessible for the population.

Several of the instructions concern the agricultural sector, in particular applied research in this sector, the agricultural development priority national project for 2011–2013, and technical standards for agricultural equipment and technology.

Together with the senior executive authorities in the regions, the Government has been instructed to draft and implement measures to increase research and development efforts in energy saving, incentives for public sector organisations to buy innovative energy-saving equipment, and organise production of such equipment in Russia.

Instructions also concern the federal and regional budgets for 2011–2013, taking into consideration allocations for carrying out the Education, Health, and Affordable and Comfortable Housing priority national projects, and the Agricultural Development programme being carried out as part of the state rural development programme for 2008–2012.
