Amendments to law on Russia’s state language

Vladimir Putin signed Federal Law On Amendments to the Federal Law on the State Language of the Russian Federation and Certain Legislative Acts of the Russian Federation Concerning the Improvement of Legal Regulation in the Use of the Russian Language.

The Federal Law bans the use of obscene language when ensuring the rights of Russian citizens to the use of the state language, and protecting and developing language culture. It is also established that the state language of the Russian Federation shall be used during when publicly performing literary works, art, and folk arts through theatrical, cultural, educational, and entertainment events.

In particular, the Federal Law stipulates that a film containing obscene language will not receive a distribution certificate.

In accordance with the Federal Law, copies of audio-visual products, audio recordings in any medium, and copies of printed publications (with the exception of media products) containing obscene language are permitted for distribution only in a sealed package with a text warning stating, “Contains obscene language.”

The Federal Law introduces administrative liability for any violation of the said legal regulations of the Russian Federation.
