Vladimir Putin approved a list of instructions following a meeting on supporting talented youth in the arts, held on November 17, 2017 in St Petersburg.
The Russian Federation Government was instructed to provide an increase of 1 billion rubles in subsidies in 2018 from the federal budget to the Foundation, the operator of presidential grants for the development of civil society, to implement projects aimed at finding, supporting and promoting talented youth in the arts.
The instructions to the Government concern, in particular, state support to increase the competitiveness of Russia’s leading universities among the world's leading scientific and education centres; state support for young Russian filmmakers aimed at creating at least ten debut full-length feature films every year, providing allocations from the federal budget to finance this programme.
