Instructions to the Government are aimed at updating legislation on circus activity.

The Government was instructed to ensure event organisation to implement the State Cultural Policy Strategy until 2030 with regard to circus activity. In addition, the Government is to adopt a programme to improve circuses’ material and technical resources, to increase income from holding circus performances and related events in Russia and abroad, to reach full self-sufficiency of the Russian State Circus Company (Rosgostsirk) and to upgrade the circus programme development system.

In addition to this, the Government was instructed to include circus buildings into the cultural heritage lists of the peoples of Russia; to adopt measures to create circus programmes and promote performances abroad while providing grants for these tasks and subsidising the corresponding transfers; and to establish advanced centres for the development of circus art, which train and retrain circus performers, directors and producers.
