Instructions on the adoption of additional measures to support organisations engaged in cultural activity in 2021 and 2022

The President approved a list of instructions on the adoption of additional state support measures for organisations carrying out certain types of cultural activity in the Russian Federation in 2021 and 2022.

The instructions to the Government have to do with providing, in 2021 and 2022, subsidies to state-funded and autonomous cultural institutions to support their fulfillment of state (municipal) orders, as well as with the procedure for using these subsidies (in particular, in case of the suspension or restriction of these institutions’ activity in the context of the novel coronavirus infection (COVID-19) outbreak).

The Government has been instructed to amend the laws on taxes and fees to provide for tax benefits for cultural institutions (including NGOs involved in drama, opera and ballet production as their main activity) in 2020 and 2021. Benefits are also to be provided to small and medium-sized book businesses that sell books for children and youth, as well as educational and reference literature.

The Government has been instructed to submit proposals on amending the laws on taxes and fees to provide tax benefits to cinematography companies established by Russian individuals and legal entities and engaged in the production of animated films.

In addition, instructions to the Government relate to the allocation of state funds to ensure, in 2021, the implementation of the Preservation and Development of Cinematography, the main project of the state programme Development of Culture, as well as the provision, in 2021 and 2022, of state support to Russian film industry companies that regularly show national films, in order to mitigate the effects of restrictive measures taken as precaution against the spread of the novel coronavirus infection (COVID-19).

The instructions to the Government also concern the allocation of state funds for the procurement, by universal research libraries in Russian regions and public municipal libraries, of works of classic and modern Russian fiction, encyclopedias, dictionaries and reference books on various subjects, and biographies and popular science publications released by Russian publishing houses in 2019–2021, as well as the provision of broadband internet access at public libraries and libraries at secondary vocational and higher education institutions, under the national programme Digital Economy of the Russian Federation.

The Government has been instructed to ensure the allocation, in 2021, of an additional federal subsidy for the professional high-quality video and sound recording of productions and concerts at leading Russian theatres and concert venues in order to broadcast them in virtual concert halls and show them in cinemas.

The Government of the Russian Federation, together with regional executive authorities, has been instructed to determine the volumes and formats of compensation of regional governments for their expenses and shortfalls of income due to the execution of this list of instructions.
