Instructions following meeting of Council for Culture and Art

The President approved a list of instructions following the meeting of the Council for Culture and Art held on October 27, 2020.

The Presidential Executive Office has been instructed to submit proposals on amendments to the legislation to enact Articles 671, 68 and 69 of the Constitution of the Russian Federation that concern the implementation of state cultural policy, as well as to establish the legal status of state and municipal cultural institutions. Furthermore, the Presidential Executive Office has been instructed to submit proposals on supporting persons engaged in professional literary activity by providing them with grants, and awarding scholarships or prizes. It was also given the task of supporting publishing houses that publish socially significant low-circulation or economically unfeasible literature by providing grants.

The State Duma was asked to consider, in cooperation with the Government of the Russian Federation, the possibility of legislative regulation of children's access to information products that have significant historical, artistic or other cultural value for society, including through establishing legal criteria for assigning such products to this category.

The State Duma was also asked to prepare, in collaboration with Victory organising committee, a draft federal law amending the Federal Law On Perpetuating the Victory of the Soviet people in the Great Patriotic War of 1941–1945 for consideration during the 2021 spring session. The new legislation would ban any public equation between the roles of the Soviet Union and Nazi Germany in the Second World War (1939–1945).

The Government of the Russian Federation has been instructed to approve, as part of the Education National Project, standards for providing children with extracurricular educational programmes and pre-professional training in the field of arts, aimed at including at least 14 percent of children aged 5 to 18 and at least 12 percent of children aged 7 to 15, respectively, in such programmes.

The Government was also instructed to submit proposals on the formation of a federal executive oversight and monitoring body in the field of state protection of the cultural heritage of the peoples of the Russian Federation, which will report to the Government.

Furthermore, the Government was given instructions regarding a number of issues concerning the preservation, use and state protection of cultural heritage facilities (historical and cultural landmarks) of the peoples of the Russian Federation, as well as concerning the Museum Fund of the Russian Federation, libraries, archival affairs, and the export and import of cultural items.

The Government as well as regional executive authorities in the Far Eastern Federal District have been instructed to take measures aimed at implementing, in 2021–2023, the programme for the promotion of theatrical art in the Far East developed by the State Theatre of Nations.

The Ministry of Education and the Ministry of Culture have been instructed to consider studying Russian cinema heritage as part of the main general educational programmes.
