The President approved a list of instructions following the meeting with the winners of the Presidential Prize for Young Culture Professionals and the Presidential Prize for Writing and Art for Children and Young People, held on March 25, 2021.
Instructions to the Government of the Russian Federation and the Presidential Executive Office concern, in particular, improving the mechanisms of state support for cinematography, including productions on socially significant topics and films for children and young people, as well as establishing an international contest of songs performed in Russian.
Instructions to the Government and regional executive authorities concern modernisation, overhaul and re-equipment of cultural centres in rural towns as well as in cities with a population of up to 500,000 people.
Instructions to the Ministry of Culture concern, in particular, state support for professional composers’ creative work; recruiting young musicians participating in the Russian National Youth Symphony Orchestra – Symphony Academy project to local philharmonic symphony orchestras; and improving facilities and equipment as well as finding staff for the wind departments of children's music schools.
Instructions to the Ministry of Labour and Social Protection, together with the Ministry of Culture and the All Russia Association of the Blind, concern the publication of sheet music and scores for all types of instruments and orchestras in Braille, including works by contemporary composers; and the development of software that uses musical computer technologies to teach music to visually impaired pupils and help them engage in creative activities.
