Instructions following a meeting of the Council for Culture and Art

The President approved a list of instructions following a meeting of the Council for Culture and Art held on March 25, 2025.

The Presidential Executive Office has been instructed to draft Presidential executive orders establishing a Presidential Council for Culture and dissolving the Presidential Council for Culture and Art; establishing a Presidential prize in the field of culture for products and projects for children and young people and cancelling the Presidential Prize for Writing and Art for Children and Young People; giving the right to nominate candidates for Presidential prizes in the field of culture exclusively to the winners of the USSR State Prize in the field of culture and art and the State Prize of the Russian Federation in the field of culture and art, as well as to members of the Presidential Council for Culture and Art (Presidential Council for Culture).

The Presidential Executive Office, working together with the Presidential Council for Culture and Art and the Russian Academy of Architecture and Construction Sciences, has been instructed to submit proposals on amending legislation to preserve and promote the distinct identity of Russian architecture and urban development, including by increasing the role of architects.

The Government has been instructed, in part, to assign the Ministry of Culture state functions and powers for elaborating and implementing national policies and overseeing legal regulation in literature and publishing; for implementing the main professional education programmes in culture at educational establishments that have the necessary material, technical, personnel and other resources; for including circuses in the Pushkin Card programme; for approving preferential loans for private individuals and legal entities for the implementation of investment projects to build and renovate cultural facilities.

The Government, working together with the Museums Union of Russia, is to draft and approve a federal project for the development of museums until 2030.

Instructions for the Government and the Federal Fund for Social and Economic Support of the National Cinema concern the financing of national animated films.

The Government, working together with the Interior Ministry, the Foreign Ministry, the Prosecutor General’s Office, the Investigative Committee, the National Centre for Historical Memory under the President of the Russian Federation, and the All-Russian Society for the Protection of Monuments of History and Culture, is to ascertain the loss or destruction of the cultural heritage (monuments of history and culture) of Russian peoples in the territories that were the sites of hostilities or the targets of attacks by the Ukrainian armed forces, to ensure the creation of archival and documentary evidence of the destruction of our cultural heritage, and to inform the international community about these facts.

The Government, working together with the executive authorities of the constituent entities of the Russian Federation, has been instructed to ensure the reconstruction of the cultural heritage (monuments of history and culture) of Russian peoples and other elements of culture in the territories that were the sites of hostilities or the targets of attacks by the Ukrainian armed forces.

The Ministry of Education, working together with the Presidential Council for Culture and Art, is to compile a list of 100 best Soviet and Russian feature films for screening at educational establishments, and to submit proposals on adding topics to the school curricula that will introduce students to classical cinematography.

The Government of Moscow, working together with the Culture Ministry, the Presidential Council for Culture and Art, and the Union of Writers, has been instructed to establish a theatre that will promote modern patriotic drama in Moscow.

The State Duma and the Government are to supervise the drafting of a federal law that will grant cultural establishments the right to lease state and municipal property at preferential rates for retail trade in books, newspapers and magazines, as well as for holding cultural and educational events.
