Greetings to pan-Arab summit meeting participants

Vladimir Putin sent his greetings to heads of state and government of the Arab League member states taking part in the pan-Arab summit meeting.

The telegram reads, in part:

“The Arab world is going through a very important stage in its development, accompanied by complicated political, social and economic events. Now the constructive role of the Arab League as a significant mechanism of multilateral communication and a joint solution of the main issues on the regional agenda is as important as ever.

Russia intends to strengthen its partnership with the Arab League to assist in the maintenance of peace, security and stability in the region. Special attention here is given to a political and diplomatic solution of conflicts and crises with full respect for the sovereignty, independence and territorial integrity of all states.

In particular, we find it important that the negotiations between the Syrian government and the opposition, launched in Montreux within the framework of the Geneva-II Conference, be continued and result in specific agreements on all the issues listed in the Geneva Communiqué of June 30, 2012. We call on the Arab League to use its authority and potential for these purposes.

I am certain that normalisation in the Middle East and North Africa would noticeably enhance a speedy overall solution to lasting regional conflicts, primarily the one between the Arab states and Israel. Russia will continue working for a fair and stable resolution of the Palestinian problem by means of creating an independent, viable, territorially integral Palestinian state that would co-exist in peace and security with its neighbours.

I would also like to confirm our readiness to enhance our partnership with the Arab League states in the spirit of the decisions taken at the first ministerial session of the Russian-Arab Cooperation Forum in Moscow in February of 2013.”
