Law on suspending free trade agreement with Ukraine

The President signed Federal Law On Suspension by the Russian Federation of the Agreement on the Free Trade Zone with Regard to Ukraine.

The Federal Law suspends as of January 1, 2016, the Agreement on the Free Trade Zone, signed in St Petersburg on October 18, 2011, with regard to Ukraine.

The new Federal Law was brought about by the coming into effect as of January 1, 2016, of the trade and economic section of the Association Agreement between Ukraine and the European Union without any legally binding agreement that would meet Russia’s interests. This fundamentally changed the circumstances that were of special significance to Russia at the time the Free Trade Zone Agreement was signed.

The suspension of an international agreement ratified by a federal law can only be effected by means of another federal law.

The suspension by Russia of the Agreement on the Free Trade Zone with regard to Ukraine is implemented in line with international law, meets the interests of the Russian Federation and is in compliance with the legislation of the Russian Federation.
