Law on ratification of Russia-Abkhazia agreement on transfer of sentenced persons

February 7, 2017

Vladimir Putin signed Federal Law On Ratification of the Agreement Between the Russian Federation and the Republic of Abkhazia on the Transfer of Persons Sentenced to Imprisonment.

The Agreement, which takes into account the modern contractual practice, the laws of the Russian Federation and international standards in this area, was signed in St Petersburg on May 28, 2015, with the aim of developing the international legal basis of the Russian-Abkhazian cooperation on the transfer of persons sentenced to imprisonment, and will contribute to the protection of rights and legal interests of Russian citizens.

Under the Agreement, the parties undertake, on a reciprocal basis and in compliance with the provisions of the agreement, to transfer persons sentenced to imprisonment for serving their sentences in the country of citizenship. The state where the sentence is executed will ensure continuation of the sentence in accordance with its laws. The Agreement specifies the terms of transfer of sentenced persons and includes requirements to the form and content of a transfer request as well as how the request must be fulfilled.
