Vladimir Putin signed Federal Law On Amendments to the Federal Law On Protection of Population and Territories from Natural and Manmade Emergencies.
This Federal Law defines the rights and duties of foreign citizens and stateless persons in the area of protecting people and territories from natural and manmade emergencies. The government bodies of the constituent entities of the Russian Federation are vested with the right to decide on making one-time payments to foreign citizens and stateless persons in case of natural or manmade emergencies.
Under the Federal Law, the procedure and terms, as well as the types and amounts of compensation and social benefits payable to foreign citizens and stateless persons as part of measures to protect people and territories from natural and manmade emergencies shall be established by Russian Federation law and the laws of the constituent entities of the Russian Federation.
